That is a technique. Permaculture is about design. Hugelkultur is a tool to provide a solution to a set of problems, but permaculture is the practice of designing toolboxes that contain tools like hugelkultur. Also, hugelkultur is great for nutrient cycling and resource building. But I question its sustainability when petrol-powered machinery is used to carry it out.
